This market will resolve to “Yes” if OpenAI (OpenAI, Inc., OpenAI Global, LLC, or any successor entity representing OpenAI's primary commercial operations) executes a legally binding written agreement that grants the United States federal government (including any federal department, agency, or wholly-owned federal entity) at least 1% of the outstanding voting or economic equity interest in that entity at any time after this market's creation and before January 1, 2027 - 00:00 PST.

Otherwise this market will resolve to “No.”

For the purposes of this market:

• A qualifying agreement must be a signed, legally binding document executed by authorized representatives of both parties; announcements, non-binding memoranda of understanding, letters of intent, or proposals do not qualify.

• “1% equity” means at least 1% of the entity's outstanding voting or economic equity as measured immediately following the transaction contemplated by the signed agreement; convertible securities count only if the signed agreement results in the U.S. government holding at least 1% as specified.

• “United States federal government” refers to the federal government or any federal department, agency, or entity controlled by it; state or local government holdings do not qualify.
