This market will resolve to “Yes” if, at any time after the creation of this market and before December 31, 2028 - 00:00 UTC, the government of a country that, on the date this market is created, is either (a) a member of NATO or (b) designated by the U.S. Department of State as a Major Non‑NATO Ally, publicly issues an official statement that explicitly expresses doubt that the September 11, 2001 attacks were carried out primarily by foreign terrorist organizations (for example by asserting a non‑terrorist, internal‑government, or other non‑foreign‑terrorist explanation).
Otherwise this market will resolve to “No.”
For the purposes of this market:
- "Official statement" means a statement posted or published by an official government channel (e.g., official government website, ministry/foreign office press release, official transcript of remarks by a head of state/government or minister in an official capacity, an official parliamentary/legislative resolution, or an official statement by a government-designated spokesperson). Statements by private individuals, non-governmental party communications, unverified leaks, opinion pieces, or social media posts not issued via verified official government channels do not qualify.
- "Expresses doubt" requires explicit language indicating that the 9/11 attacks were not primarily the result of foreign terrorist organizations, or that an alternative non‑terrorist/internal explanation is asserted or endorsed. Mere calls for further investigation, rhetorical questions, or statements noting uncertainty without expressing doubt do not qualify.
- Only statements occurring after this market's creation are eligible for resolution. Corroboration by the official source is required; if the official source is inaccessible, resolution may rely on a consensus of credible international news reports that directly cite the official government communication.
